Preferential Procurement Policy Framework Act
The Preferential Procurement Policy Framework Act (PPPFA, Act 5 of 2000) governs how South African government entities must apply BBBEE preference scoring in tender evaluation. The Act prescribes two point systems: an 80/20 system (80 points for price, 20 for BBBEE preference) for tenders below a threshold, and a 90/10 system (90 points for price, 10 for BBBEE) for larger tenders. Organs of state — including national departments, municipalities and state-owned enterprises — are legally required to apply these scoring systems.
