Nomvula Mokonyane

Nomvula Paula Mokonyane — known in ANC circles as “Mama Action” — is a longstanding South African liberation movement and ANC politician, active in the anti-apartheid struggle in Gauteng. She served as Premier of Gauteng (2009–2014), then held successive national Cabinet positions: Minister of Water and Sanitation (2014–2018), Minister of Communications (2018–2019), and Minister of Environment, Forestry and Fisheries (2019–2021). After leaving Cabinet, she was elected ANC Deputy Secretary-General, working from Luthuli House. In December 2025, she positioned herself as a candidate for the ANC presidency ahead of the 2027 national conference, championing women’s leadership.

The Zondo Commission’s Vol 3 (released March 2022, focused entirely on Bosasa) delivered the most damaging set of findings against Mokonyane of any sitting ANC official. Chief Justice Zondo found that she received sustained gratification from Bosasa CEO Gavin Watson and COO Angelo Agrizzi: monthly cash payments of approximately R50,000 over several years; Christmas packages of meat valued at R17,000; extensive home security systems installed at her private residence by Bosasa staff; and the use of an Aston Martin. The Commission found “clearly extensive attempts by Bosasa and its leaders, through various forms of inducement and gain, to influence Ms Mokonyane in her position as a member of the national executive.” Crucially, Zondo found she had lied when she testified before the Commission — specifically denying benefits she had demonstrably received. The Commission recommended that law enforcement investigate and possibly prosecute Mokonyane for corruption.

Despite the Zondo prosecution recommendation, the National Prosecuting Authority (NPA) filed no criminal charges against Mokonyane by April 2026 — a prominent example of the post-Zondo accountability gap documented in the NPA Prosecution Pipeline concept note. Mokonyane has stated she intends to challenge the Zondo findings in court. She continues to serve as ANC Deputy Secretary-General and to participate in ANC internal elections. In a December 2025 Daily Maverick interview, when asked about the accountability implications of the Zondo findings and the Madlanga Commission allegations against Senzo Mchunu, she deflected by noting that no ANC members cited in those proceedings had “run away” from giving evidence. Commentators noted the irony: advocating ANC renewal while personally subject to an unimplemented prosecution recommendation on the basis of confirmed bribery findings.
