Vincent Smith
Vincent Smith is a former ANC MP who served as chairperson of Parliament’s Portfolio Committee on Correctional Services from 1999 to 2014 — making him the parliamentary oversight figure for the very department that Bosasa (African Global Operations) was systematically corrupting during the same period. He received approximately R870,000 in bribes and services from Bosasa in exchange for using his parliamentary and political influence to advance Bosasa’s government contracting agenda. On 5 March 2026, he was sentenced to seven years’ effective imprisonment via a plea agreement, becoming one of the highest-profile Bosasa convictions.
Bribes received: Bosasa CEO Gavin Watson and COO Angelo Agrizzi provided Smith with:
- R600,000 toward his daughter’s overseas university fees
- Security upgrades to his home
- Monthly cash payments of up to R100,000 per month
- Total value: approximately R870,000+ in payments and services
Quid pro quo: The bribes were provided as “improper inducements in furtherance of an ongoing scheme to influence Smith to use his office in Parliament and political influence to the advantage of Bosasa and Gavin Watson.” His Correctional Services committee chairpersonship gave him direct leverage over the department awarding Bosasa’s prison contracts.
Zondo Commission: The commission found a prima facie case of corruption against Smith under the Prevention and Combatting of Corrupt Activities Act. Zondo (March 2022): “When Mr Smith accepted the benefits from Bosasa as described above, he knew that he was receiving them from a company that faced serious allegations of bribery and corruption.” Zondo recommended criminal charges.
