   Answered (2026-04-13): The NPA declined to prosecute Fraser over O’Sullivan’s criminal charges relating to Phala Phala — specifically the charges about defeating the ends of justice in connection with the unlawful PPU investigation. The Citizen reported this on June 28, 2024: “Fraser ‘off the hook’ after NPA declines to prosecute over O’Sullivan criminal charges.” In October 2024, the NPA also declined to prosecute Ramaphosa or anyone else in the broader Phala Phala case (DPP Limpopo: “no reasonable prospect of successful prosecution”). The Zondo-related charges (Principal Agent Network, SSA misuse) remain without any NPA prosecution decision.    Answered (2026-04-13): The Democratic Alliance (Dianne Kohler Barnard MP) laid criminal charges against Fraser in March 2022 specifically relating to the Spy Tapes — including allegations that some NIA recordings “may have been obtained illegally” and were leaked to Zuma’s legal team. DA had also previously charged Fraser in 2009 and 2017. No criminal investigation outcome or prosecution resulted from any of these charges — consistent with the NPA’s June 2024 decision to decline prosecution of Fraser on all Phala Phala-related matters.
