Brown Mogotsi

Brown Mogotsi is a North West-based businessman and self-proclaimed SAPS informant (registered since 1999) and Crime Intelligence agent (since 2009). He is alleged to have served as the key intermediary between Vusimuzi Matlala and Police Minister Senzo Mchunu, facilitating the routing of cartel money toward ANC events and Mchunu’s political activities. Crime Intelligence testimony at the Madlanga Commission placed him at the centre of the cartel’s political influence network. He appeared at the commission’s second phase in November 2025 and denied all wrongdoing, claiming he was operating undercover.

Cartel intermediary role (prosecution narrative): Lt-Gen Dumisani Khumalo testified at the Madlanga Commission on 29 September 2025, presenting WhatsApp message evidence: “Mr Matlala, or one of his employees, makes payments to Mr Mogotsi directly, sometimes for expenses related to ANC events, and in particular, for the benefit of delegates of such events who are apparently linked to minister Mchunu through the chief of staff, Mr [Cedrick] Nkabinde, in the office of the minister.” Text messages showed “clear collaboration between Matlala, members of the SAPS, high-level politicians and businesspeople, such as Brown Mogotsi.” A separate witness (Witness C, 30 October 2025) testified that Matlala paid R500,000 through Mogotsi to fund Mchunu’s bid for the ANC presidency in 2027.

Ramaphosa campaign connection: Mogotsi described himself as a lobbyist for Cyril Ramaphosa’s 2017 ANC leadership campaign — demonstrating his access to the ANC across its key factional divide.

Mogotsi’s counter-narrative: At the commission’s second phase (November 2025), Mogotsi denied the Big Five cartel existed and accused KZN Commissioner Nhlanhla Mkhwanazi of fabricating claims and having CIA ties. He claimed he was operating as an undercover SAPS informant, merely posing as a close ally to Mchunu to gain Matlala’s trust; an R111,000 payment he solicited for an ANC event was, he said, a ruse in undercover work. Crime Intelligence head Khumalo challenged this account with the WhatsApp communications.

Attempted hit: Reports of an apparent assassination attempt targeting Mogotsi in Vosloorus — he was travelling in a vehicle that was riddled with bullets; he escaped unharmed.
