Dumisani Khumalo
Lieutenant General Dumisani Khumalo served as head of the South African Police Service’s Crime Intelligence unit until approximately June 2025. His testimony at the Madlanga Commission on 29 September 2025 — Day 8 of the commission’s hearings — was described as the moment when “the trajectory of the inquiry shifted significantly.” Using WhatsApp messages and intelligence reports as evidence, he named and described the Big Five cartel in detail, establishing the cartel’s structure, its penetration of the state, and the payment chain between Vusimuzi Matlala, Brown Mogotsi, and Police Minister Senzo Mchunu.

Mchunu January 2025 briefing (30 September testimony): Khumalo told the commission that he briefed Police Minister Mchunu in January 2025 about investigations into the Big Five cartel — establishing that Mchunu had direct foreknowledge of the cartel investigations before subsequently ordering the Political Killings Task Team’s disbandment (dated December 31, 2024 in commission documents, though the order may have been issued or implemented in early 2025).
Commission impact: Following Khumalo’s testimony, the Madlanga Commission formally expanded its terms of reference to explicitly include “the facilitation of organised crime.”
