Mcebisi Jonas
Mcebisi Jonas is a South African politician and businessman best known as the state capture whistleblower who refused the Gupta Family’s offer of the Finance Ministry in October 2015. As Deputy Finance Minister (2014-2017), Jonas was approached by Duduzane Zuma and Ajay Gupta at the Saxonwold compound and offered the Finance Minister position plus R600 million in cash — which he refused. His public disclosure in March 2016 was a pivotal moment in exposing the depth of Gupta state capture. Following his career in government, he became a close associate of Cyril Ramaphosa, joining the MTN Group board (becoming chairman in 2019) and being appointed US Special Envoy in April 2025.
The Gupta bribe offer (October 2015): Following his initial contact with Duduzane Zuma at the Hyatt Regency Rosebank, Jonas was taken to the Gupta compound in Saxonwold where Ajay Gupta:
- Informed Jonas “they had been gathering intelligence on him and those close to him”
- Told Jonas they would make him Finance Minister
- Offered R600,000 in cash immediately (“asked if I had a bag”)
- Offered a further R600 million to be stashed in a Dubai account
- Demanded Jonas fire National Treasury Director-General Lungisa Fuzile and other officials — Treasury being a “stumbling block” to Gupta business interests
Jonas rejected the offer outright: “It makes a mockery of our hard earned democracy.” He feared physical violence from an enraged Ajay Gupta. Fana Hlongwane was also present.
Going public (March 2016): Jonas published his account in the Financial Times on 8 March 2016, becoming the first senior ANC insider to publicly expose Gupta cabinet-capture. The disclosure triggered the Zondo Commission’s investigation and Public Protector Thuli Madonsela’s “State of Capture” report (November 2016).
State of Capture report: Madonsela’s investigation confirmed Jonas’s account in full detail. The sequence — Duduzane Zuma initiating contact, Saxonwold meeting, the cash offer with a bag, and the R600m transfer — was corroborated.
MTN Group and Ramaphosa connection: Jonas joined the MTN Group as independent non-executive director in June 2018 — shortly after Ramaphosa became President. He succeeded Phuthuma Nhleko as MTN board chairperson in December 2019. Critics noted this appointment was consistent with a pattern: Ramaphosa rewarding those who helped expose Zuma-era corruption, while also maintaining the Shanduka/Phembani nexus through MTN.
US Special Envoy (April 2025): Ramaphosa appointed Jonas as Special Envoy to the United States in April 2025, tasking him with managing the SA-US relationship under the Trump administration — particularly regarding the Expropriation Act controversy and trade relationship.
