Rules of the Road

Rules of the Road is the largest section of the learner’s licence test, grounded in the National Road Traffic Act 93 of 1996 and the National Road Traffic Regulations 2000. It assesses the legal rules governing driver behaviour rather than sign recognition or vehicle operation.

Core rule areas tested include Speed Limits, Following Distance, Overtaking, Right of Way, Stopping and Parking, Seatbelt Rule, Alcohol Limit, Vehicle Lights, Pedestrian Right of Way, Turning and Signals, Emergency Vehicles and Accidents and Driver Documents and Roadworthiness. Many questions test exact numeric thresholds (speed limits, distances, blood-alcohol limits), which is where learners most often err.

Learning objective

Know the legal rules governing driving behaviour: speed, following, overtaking, right of way, parking, lights, alcohol, pedestrians and accident duties.

Question patterns

  • What is the general/urban/freeway speed limit?
  • Who has right of way at a four-way stop?
  • What is the legal alcohol limit?
  • How far from a pedestrian crossing may you not stop?

Common mistakes

  • Confusing the 9 m (crossing) and 5 m (intersection) stopping/parking distances
  • Quoting the US 0.08 alcohol limit instead of SA 0.05
  • Taking right of way instead of yielding it
